300,000 tons of rice imported from Cambodia taxable 0% in 2017

Ministry of Industry and Trade (MOIT) has adjusted the import tariff quotas  with the special preferential import duty of 0% for two commodity groups originating from Cambodia which are rice and dried tobacco leaves.

According to Circular 28/2016 / TT-BTC issued by the MOIT on the import provisions under the TRQ in 2016 and 2017 with  the special preferential import duty of 0% for goods originating from Cambodia.

Specifically, the total volume of import quotas in 2017 from Cambodia is 300,000 tons including the dried tobacco leaves of 3,000 tons.

Accordingly, the Code and the total volume of tariff quotas for the commodity groups are applied the tax rate of the special preferential import duty of 0%. Import tariff quotas in 2016 stipulated in Paragraph 1 of this Article shall be applied for declarations registered  with customs offices from 26 October 2016 to the end of 31 December 2016.

Import tariff quotas in 2017 stipulated in Paragraph 1 of this Article shall be applied for the declarations registered with the customs authorities from 1 January 2017 to the end of 31  December 2017.

The tax rate of import  tax in the tariff quota and non-quota tariffs on rice and dried tobacco leaves originating from Cambodia are comply with Government regulations.

Circular states that imported goods shall have the certificate of origin form S (C / O form S) issued by the Commerce Ministry of  the Cambodia Kingdom or authorized agencies and cleared through  border gates such as Le Thanh (Gia Lai) – Oyadao (Ratanakiri); Bu Prang (Dak Nong) -Oreang (Mondulkiri); Hoa Lu (Binh Phuoc) – Trapeang Sre (Kratie), and Binh Hiep (Long An) – Prey Vor (Svay Rieng).

Particularly for dried tobacco leaves, Vietnam traders licensed to import raw tobacco under tariff quotas issued by the MOIT under the provisions of Circular No. 04/2014 / TT-BCT dated 27 January 2014 of the MOIT regulating detailly to  implement some articles of Decree No. 187/2013 / ND-CP dated 20 November 2013 of the Government on the implementation of the Commercial Law on the international goods trading activities and agencies of trading, processing and transiting goods with foreign countries shall be allowed to import (import directly or entrusted import). The volume of imports is deducted from the import tariff quota under the license issued by the MOIT.

Procedures for importing rice and dried tobacco leaves ARE settled at the border customs  where performing goods import procedures w under the principle of the automatic differential until running out of the tariff quotas for each item specified in Appendix 1 attached herewith.

This Circular takes effect from 18th January 2017 to end of 31st December 2017.
